How to identify acid, base, and distilled water when only blue litmus paper is given?

1st dip it in acid..it will turn red
then dip the red litmus paper into base..
it will turn back to blue...
dip the blue litmus paper in distilled water..it will not change...dip it again in acid..now dip the red litmus paper into the distilled water..it will not change then also

 to identify acid, base, and distilled water when only blue litmus paper is given we should follow the following steps
---------------------------------------------------------------
1)dip the blue litmus paper in any of the solution and if it turns red it is acidic
2)dip the same litmus paper in other solution and if the color changes from red to blue then it is a base
3)now dip the same litmus paper in the remaining solution and if it turns green it is neutral i.e water
