I think so to make a pencil skirt with normal flag we can just just stitch the pencils and to make a skirt so then with slacks asking actually I don't know what is the meaning of that I can tell you with the if you are saying that we have to make plants that I don't know actually pencil skirt if you have to make then you can just join the Spencers with the rubber band and then you can just make a circle and that will stretch so that will help you to just make your skirt
