This is rather a tough question. It all goes back to why was naxalism born in the first place. There is no short term or one shot solution for this problem. It comes down to the core values on the basis on which a nation (society) has to be built.

These are the following issues which should be addressed to eliminate naxals in India
Feudalism - The roots of naxal revolution in India comes from oppression of a land tiller by the landlord in rural districts of India. Bonded labor. eg - Telangana armed struggle. Now writing about how to address this issue will take a who book. These conflicts go back to the failure of implementing the 5th & 9th Schedules of the Constitution of India. In theory these Schedules provide for a limited form of tribal autonomy with regard to exploiting natural resources on their lands, e.g. pharmaceutical & mining), and 'land ceiling laws', limiting the land to be possessed by landlords and distribution of excess land to landless farmers & laborers

Economic stability, inequality - Huge gap between the rich and the poor. This is a strong subject they use in their training to compare the lives of the rich and the poor

Social inequality - Caste, creed, tribe, sub-region, etc.

Gender inequality - A lot of young girls in the naxal movement are victims of gender inequality

Inequality in Justice - There are so many Jassica Lal - Manu Sharma cases which we don't even know about. Their family, friends are easily attracted to naxalism for instant justice.Infrastructure development - privatization - for one's benefits. Also the development should not be centered to Urban areas but to move them to rural areas.

Rural development - also under the umbrella are - decentralization of power, stopping mass exodus to urban areas, acceptability to facilities, irrigation facilities

Education - not just awarenessIn simple words, the PM of India in June 2011, said, "Development is the master remedy to win over people" addressing .
1. The governement has to take integrated approach to address concerns of the people living in naxal affected areas. The development of the areas and security of workers doing the development should happen simultaneously.
2. To counter naxalism, govt must make efforts to strengthen local level intelligence by equipping police forces with the requisite skills and infrastructure.
3. Police forces should work with the people so as to build trust with local people.
4. State police forces are under purview of state govt, a clear pathway for exchange of intelligence from IB and other agencies to state police and among central paramilitary forces and state police.
5. The development works in the region should be taken up by taking people into confidence and implementing Forest Rights Act, 2006 in letter and spirit.
6. Govt should engage with research institutes to better grasp the causes of naxalism and whether solutions being implemented are accepted by the local people or not.
7. The impacts of solutions should be researched well so as such movements do not resurface.
