Inductive effect occurs due to electronegativity difference between two atoms. The atom with higher electronegativity pulls the electron cloud towards itself which is called inductive effect. Now, as the distance between atoms increases, the more electronegative atom now will pull the electron cloud of the electropositive atom with less intensity. Therefore, inductive effect decreases. Hence, inductive effect is greater if the atoms are close to each other.
