Answer is No…essentially you cannot be tracked…HOWEVER!!! THERE ARE HUGE CAVEATS TO THIS QUESTION …that have already been mentioned in prior posts.
BUT, to be serious, about being tracked, it is best to quickly turn off the phone, remove the battery out as well as the SIM card, DESTROY YOUR SIM CARD (if necessary) and QUICKLY GET AWAY FROM THE LAST LOCATION THAT YOUR PHONE AND YOURSELF WERE IN PRIOR TO THE TURNING OFF YOUR PHONE. AND MOVE QUICKLY IF IN DANGER.
I’ll spare you the reasons why your phone can be tracked, but the last “ping” (Or signal) your phone makes by cellular, or your router, gives away a great amount of information as to your whereabouts.

Any apps requiring your GPS LOCATION, which are so many, retrieves an incredible amount data of not only apps you give permission to, but simply a Google search for something close to you …. Or ANY WIDGETS OR INFO(such as weather temperature). That requires GPS for your PHONE’s position to give you your local weather.. That nearly pinpoints you within 10–15 feet, but not so close depending what on whether you live in a high rise tower for housing or not; which would (depending on the number of satellites in the sky) is a little more difficult to pinpoint the exact location of your whereabouts. I guess it depends how long your phone is on, as well as the objective or goal in the question asked.
Nonetheless, your phone is constantly monitoring your conversations (not for people to just sit around and listen) but for mass marketing and advertising. Facebook is notorious for this.
You are never alone until you kill the power, destroy the phone and leave to go somewhere else. If you need a phone to talk, grab (preferably a cheap phone (not smartphone) that is pre-paid from any gas station or retail store.
