Usually we use was/were as Past Simple's be forms in same way we use am/is/are as Present Simple's be forms. We use has been/have been as Present Perfect's be forms. We use will be/shall be as Future Simple's be forms.
When your being on one completed; you should say 'I was'
When your being on one place has to be done (in future) you should say 'will be'
When your being on one place has completed but effects are on; you should say 'has been/have been'
When you be on one place daily basis or often or sometimes; you should say 'is/am/are'
