i think it's secondary level project....

so, firstly download the last year (2018-19) budget and analysis it.

next each section write all details ex.. education section:- amount of budget, what the plan about education, how executive the plans, how effects, benefits or limitations all points wrote down

.... according to the example all sections explain and last concluded it

finally write current year budget (2019-20) and write about plans and give suggestions how to execute these plans. and last write conclusion.
