How to you difference between unitary form of government and federal form of government?

Federal government a type of government in which power is shared among different levels it is mostly to two or three levels that is state government Central Government and local government

under the unitary system either there is only one level of government or sub units are subordinate to the central government..under the unitary system,the central government can pass on orders to the provincial or the local government.but in federal system the central government cannot order the stateto do something
