The effect was minimal. American president in 1991 was G.H.Bush. He was not ready to end the Cold War overnight. USA took position to watch and to see and that continued for the next 10 years. Some believe it still continue. USA intentionally let remnants of USSR to go through difficult economic times not only for the sake of some punishment, but to ensure that Russia and other pieces will never regain their strengths economically and to convert former adversary into row material and energy source of the West. Unlike that for China, no industrial investments were made really.
During Bill Clinton years the new post-Cold War time allowed for substantial savings that were invested in non-military industries and also resulted in pay off of National Debt.
While Military Industry of USA was left without an enemy and they were loosing, as a result, the revenues to Hollywood, the replacement search has began. It resulted in 9/11, Iraqi war and post Iraqi wars, returning United States to the times that preceded collapse of USSR in terms of National Debt and gloomy economy, while Military Industrial Complex has prospered.
During that period, while USA has noticeably weakened, Russia regained economically and cannot be controlled the way it was possible in 1990-ies. Putin started to fight back wherever it was possible for Russia. The country was no match to what USSR used to be, yet it looked like much more formidable adversary to US Military Industrial Complex than that for Al Qaeda or ISIS. So the old Cold War playbook was pulled out and dusted off. By now Russia is not a friendly country, but it is so because US wanted it that way.
In conclusion, the collapse of Soviet Union could have effected United States positively. But inability to adapt to changing political realities in the word did not allow USA to rip the full benefits of its Cold War victory. Lack of talent and vision in US Government is to blame, IMHO.
