Answer : Because he saw them as Indians, and not Hindus or Muslims.
He saw a nation united above the religious barrier. He wanted India which is united and progressing forward - a noble dream but it is a dream, not reality.

Gandhi ji was seen as a hardcore hindutwadi by indian muslims. 1946 elections were fought between congress and Muslim league which was essentially a fight between gandhi and Jinnah. Gandhi wanted to have a united india while Jinnah wanted a separate country for muslim. If you see the election result it is clear that gandhi was badly defeated by Jinnah. Whatever little support that congress got was from pakistani muslim. Indian muslims supported jinnah and his two nation theory when he claimed that gandhi and Nehru were rabid Hindu communalists and that the Muslim were never safe in hindu majority india. Almost 95 percent of indian muslims supported jinnah. Although after partition most of the Muslim never went to Pakistan and very cleverly became secular and Congress supporter overnight. Probably this is the reason why gandhiji is considered to be a great proponent of hindu muslim unity. He was very much aware of this fact but to achieve personal greatness at the cost of nation he maintained the facade. Compare this with Aung San Burmese nobel prize winner who sacrificed her good name for the sake of what is good for her nation .
