⭕The permanent settlement was introduced in Bengal, Bihar, Orissa, the coastal districts of Andhra Pradesh and Banaras whereas the mahalwari system was introduced western part of Uttar Pradesh, Punjab and Delhi.

⭕The collection of land revenue was fixed and permanent settlement but under the mahalwari the collection of land revenue was revised periodically.

⭕The zamidars were responsible for collecting land revenue from the cultivator from the permanent settlement act whereas in the mahalwari system, the land revenue was given to the village head.

⭕Permanent settlement Act was introduced by Lord Cornwallis in 1793 while the mahalwari system was introduced by Holt Mackenzie in 1822.
