Permanent settlement was introduced in 1793 by Charles Cornwallis. According to this settlement,the East India Company fixed the rate of revenue to be paid by the ryots and peasants. The company appointed some zamindars who collected the revenue from their estate(it referred to a group of villages,sometimes an estate included 400 villages). The rate of revenue was fixed forever.

The advantages of the permanent settlement were-
- Under this new system, the income of the EEIC from land revenue was secure, regular and stable.
- The British was able to create the class of zamindars as their ally, who acted as the intermediary between them and the peasantry.
- Zamindars were motivated to increase the agricultural production. As the rate of revaluation to be paid to the British was fixed, they could keep the surplus after paying their due to the Company
