All of this is mentioned in Kishkinda Khanda where King Surgriva mentions all of the geography of Ancient India back then. South India was said to be ruled by Pandyan kings and other South Indian kings. So, Andhra was probably ruled by them and not by Rama.
It is said during the Putra-kameshti yajna that Dasaratha invited various south indian kings to partake in the yajna and they came bringing present. So they were most likely friendly allies.
