The main difference between Vajji and other Mahajanapadas was their political system. Other states were ruled by an institution called Gana or Sangha. This was sort of oligarchy were a group of people ruled the land collectively.
The feature of the Gana/Sangha were :
1. Something, hundreds of people ruled the land together.
2. Each member of the Gana/Sangha was called a Raja.
3. These Rajas performed rituals collectively.
4. They met in assemblies and took collective decisions.
