Government does try to promote Telugu literature through school text books. but sadly it ends the moment student gives the examination. In this globalization everyone has become materialistic and people concentrate on the things which provide the means to earn the money.

Cinema also can contribute to promote the language. but unfortunately present Telugu films are lacking the lustre of rich Telugu language. Part credit can be given to black and white cinema (Telugu) and NTR for adopting the Telugu literature.

Telugu is having stalwarts like Sri Sri, Gurajada, Veeresha Lingam, Chalam, Kodavatiganti Kutumbarao, etc.

but their work in not being made as movies or not converted to art form.

So Telugu speaking people should take care of these things rather than government.
