In England, penny chapbooks were conveyed by insignificant pedlars known as chapmen. 

In France, they were Bibliotheque Bleue. These were low valued little books imprinted on low-quality paper. 

They were bound in cheap or low priced blue spreads. At that point, there were romances, imprinted on 4-6 pages. Likewise, histories were accessible which were stories about the past. Subsequently, books were of different sizes, filling a wide range of needs and interests.

Bilitheque bleue were books printed in cheap quality paper whereas Chapbooks were small pocket sized books made for poor . Bilitheque bleue didn't cost a penny but the cost depended upon the book's status whereas Chapbooks always costed exactly a penny.
