in the party of ZANU PF the president Mugabe is popular but also used unfair practices in elections. public protests and demonstrations againts the government are declared illegal. there is a law that limits the rights to criticise the president. the example of Zimbabwe shows that popular approval of the rulers is necessary in a democracy. but it is not sufficient. popular government's can be undemocratic. this means a democratic government rules within limits sets by constitutional law and citizens rights.
