Answer:The members were elected as a criteria and that criteria was tat the tax payers of more than 5 days wages of labor is eligible for election and the men who pay highest tax were directly assigned.ONE THING ONLY MEN WERE ASSIGNED AS MEMBERS as women were not given these types of rights at that time.
