How wil you justify that ice , water and steam are three states of substance and not three different substance??

Ice, water, and steam (water vapor) are the different forms of a single substance, and not substances themselves. They are the forms that water (H2O) takes when kept in different temperatures. Water freezes to form Ice. Ice melts to form water. Water heats or boils up to form vapor, and vapor cools to form water back again. Thus, they are all forms of water, and not separate substances.
