I think the concept would be amazing, but understandable. Concepts can be understood far in advance of the development of the actual technology. For example, Charles Babbage came up with the concept of a computer in 1837 (using the technology of his day - gears and steam power) while construction of the first electronic computer was completed in 1946.
Here's how I would explain it. It's a rectangular device you can hold in your hand. The front lights up, and it can tell where your fingers are when you tap the device. You use your finger to tap on the images/pictures to do things, a lot like pressing a button. You can use it to write letters. something that looks like a typewriter comes up and you use your fingers to press the letters and type. It can take pictures and make moving pictures. You can also see pictures on the front and watch moving pictures. It can make sound too. It's like a radio, except you can control what you hear. If you want to hear your favorite song, you just use the screen & keyboard to find it and play it. You can do other things like play games on it too.
The hardest part would be describing the internet.
