Take a rope/thread longer than the depth of the water tank. Tie one end to a ball which will float on the water. Tie a stone/wood (weighing lesser than the ball) to the other end.

The inner side will look something like this.


The outer side will look something like this.




Edit: I had wrongly written "The position of the stone/wood will be inversely proportional to water level in the tank." As pointed out by Arpan in the comment, it is not inversely proportional. The correct level of water is the length of the thread from the top of the tank to the wood/stone

This is a simple solution to get approximate water level. To make this system more robust, you need to arrest the sideways movement of the ball in the water by providing a tube which will house the ball.
