how will you justify that ice, water and steam are not different matter but different states of the same matter

Ice water and steam show the same chemical properties though the rate of reactions will be different. That means its the same compound or matter that is H2O in diff forms or states.

ice ,water and steam are all made up of hydrogen and oxygen and shows similar chemical properties so they are same matter but their physical properties like inter molecular space,volume,density,shape,inter particle attraction force,etc varies and thus ice shows properties of solid ,water shows properties of liquid and steam shows properties of gas.
