how will you justify that ice , water and stream are not different substances but different state of the same substance

water is liquid at room temperature and if we increase the temperature more then 100 degree it comes to its gaseous sate but if we decreases the temperature below 0 degree it comes to its solid form. above this we can say that water, ice,and steam are different state of a substance
