How will you justify that ice water steam are not different matter but different state of the same matter

water at 0 degree Celsius form a solid called ice. water at normal temperature we called just water. and water at 100 degree Celsius form steam. "if we freeze water it become ice. if we melt it it become water. if we boil it it become steam". this explain that water is not a different matter and it is a same matter.
