While sugar is water soluble, sulfur is not. Therefore mixing the sugar-sulfur mixture with water will dissolve the sugar, but not the sulfur. Filtration will recover the sulfur, and allowing the water to evaporate from the filtrate (maybe with gentle heating) will recover the sugar.
