To get an equivalent of 9 ohm, connect two resistors in parallel. It will give a resistance of 3 ohm. Now connect this parallel assembly in series with the third resistor. It will become 9 ohm.

To get an equivalent of 4 ohm, connect two resistors in series. It will give a resistance of 12 ohm. Now connect this series assembly in parallel with the third resistor. It will give 4 ohm resistance.
