Hydrazine reacts with KIO3 in presence of HCl as

N_2H_4+IO_3^-+2H^++Cl^-\rightarrow ICl+N_2+3H_2O

first find n- factors of N2O4 and KIO3.

here,

N_2H_4\rightarrow N_2+4H^++4e^-

hence, change in oxidation from N2H4 to N2 = 4

so, n - factor of N2H4 = 4

so, equivalent weight = molecular weight/4

= (2 × 14 + 2 × 1)/4 = 32/4 = 8 [Ans]

again, here

IO_3^-+6H^++4e^-+Cl^-\rightarrow ICl+3H_2O

hence, change in oxidation from IO3- to ICl = 4

so, n-factor of KIO3 = 4

so, equivalent weight of KIO3 = Molecular weight of KIO3/4

= 214/4

= 53.5 [Ans]
