Hey mate..
It may be called as cleaner fuel..i guess because when combustion of Hydrogen takes place no CO2 is released...and it has high calorific value..

Hydrogen is cleaner than CNG while it's combustion however the process of evolving and getting hydrogen gas as a fuel results in lot of pollution.
This means that no fuel is the cleanest however it's just better than some other fuel.
And also if not burning of the fuel then sometimes the process of obtaining such fuel is highly contagious.
