HERE'S UR ANSWER
Hydrogen gets oxidised when it is exposed to oxygen which makes it burn with a pale blue flame and the residue is water. This means that it mixes with oxygen. Downward displacement of air requires a gas that does not mix with air and is lighter than air. Hydrogen is lighter than air but mixes with air. Hydrogen is collected by downward displacement of water as it is less denser than water. Hence it comes out at the surface of water . It is insoluble in water so it does not dissolve inwater. In case of displacement withair, it is not possible even if hydrogenis lighter than air (14.5 times lighterthan air).
