I am a 6 digit number my tens place value is 5.
My ten thousand place digit is 3 less than my tens place digit. My ones place digit is the greatest one digit even number.
My hundred place digit is the ones digit of the smallest 2 digit numbers.​

We already know that the ones digit is 5 less than the tens digit, so it is 9–5=4. And the hundreds digit has to be 1. So the answer is 194.
