is 4 less than my denominator and my denominator is 9 less than twice the smallest two digit number.

The smallest two-digit number is 10.

Hence the denominator of the given number is (2×10)-9 = 11 (which is a prime number also)

Then the numerator is (denominator - 4) =  (11-4) = 7 (which is also a prime number)

SO, the required number is  \frac{numerator}{denominator} = \frac{7}{11}.

Hope this helps..
