i am an ips aspirant studying in grade 9 , even i had the same doubt.There is nothing like a starting point . just read the news and try to understand it. many of the news will be related to previous new items.Just be curious to know what is happening around You and try to find a link between everything.moreover you should be a good person with a kind heart and have the will to help others with even the smallest of things.Just follow this start today dont do it like a job, make it a hobby.Dont read other articles and waste time.You got a good aim to become a part of the civil service.to serve the civilians.In the future  i will meet you as an IAS officer and  me as a IPS officer if god wills.I wish you all the very best
