It is a federal government as there are three tiers of Indian government -
1.Central government
2.State government
3.District or government at rural level.

yes but u said indai has federal form of govt but u mentioned 3 tires in this form .
It's not central because generally there is only one tier and if one or more tier is there they don't work as independent bodies the state government is under the control of central govt
