I am just confused in a simple sentence. So, help me out...
Which one is correct??

Why have not they done well? or Why have they not done well?

There are two sentences 
Why have not they done well?
Why have they not done well?

It seems that it is a case of present perfect tense. So by looking at present perfect tense structure, we can say that 
Q.W. + has/have + Sub + not + V3.
We can say that 2nd one is correct.
Why have they not done well?
