I can't understand

It means that the value of k is positive and it is non negative

For ex let us take a eq(x)=2x²+kx+2 has equal roots then find the value of k.

In the ques as the given eq has equal roots the Discriminant of it is b²-4ac=0
b²-4ac=0       substituting the values as a=2 b=k c=2 for the eq in format of ax²+bx+c

then       (k)²-4(2)2=0
               k²-16=0    ⇒k²=16
then while transposing the square as square root that side we get                  
                    k=+√16 and -√1⇒6
neglecting negative value
                   k=+√16      ⇒k=4
