I cant understand q. 2 at all...

Sound reaches the boatman- 4.5 seconds 
Suppose, speed of sound in air- x 
 Then, speed of sound in water- 4.5 x   
In the above solution V indicates speed. 
So they mean to say that speed of water to the speed of air which is a ratio is 4.5 and time taken in air to reach the boatman is 4.5 seconds. Now they are asking what will be the time taken by sound in water to reach a diver at the same distance. So, speed in air is equal to distance given divided by the time taken in air to reach the boatman and the speed in water is equal to the distance divided by the time taken in water. So thus the time taken in water to reach the diver is equal to speed in air divided by speed in water multiplied by time taken in air so after substitution the answer will be 1 second. 

I hope you understood, its probably from concise physics 10 right? I also use the same book.
