In this line...author says he cannot believe the fact that Mourad is sitting atop a horse. The garoghlanian tribe were not rich and were reputed to have eleven centuries of honesty and would not cheat anybody, let alone steal. So the fact that Mourad, a member of the tribe was sitting on a horse which he couldn't have bought nor borrowed was shocking

This line means that the author was unable to believe that he was seeing a preety white horse in front of his eyes.
This was unimaginable for him, as he and his family members didn't have enough money to get a horse and being honest they did not even feel it right to steal money to get their necessities filled up.
Hope it helps..
