A cell wall is a strong covering made out of cellulose fibres, it is fully permeable and it is only present in plant cells. this strong covering prevents the cell from bursting in case it absorbs a lot of water.
a cell membrane is a layer of protein and fat (lipo-proteins) which is present in every cell. it is very important to the cell as it decides what goes in and out of the cell, but it will only let small substances go in. hence it is said to be partially permeable.
