1.The first question can be answered using simple physics that a body moving in a circular orbit or an ovalic (oval) orbit accelerates in between causing it to make more distant gaps in the orbits.

2. I didnt understand exactly what  this means but the answer according to me is. It is a model with a big dot in between which is the nucleus surrounded by electron particles in groups of 2, 8 and rest are the atomic mass which remains of the particle. For eg. H2O particles will be arranged as 2, 8, 6
