a.The reason for this could be that she/he might be thinking that it is the property of the school and there is no harm if she /he scribbles on it.
b.I would discourage him/her from doing that by telling him/her that the school property is also his/her property.Scribbling on walls is a bad habit and this must be stopped.It is his/her responsibility to maintain the school property.Infact , it is responsibility of every student in the school to maintain the school property
