Genetic Mosaicism is a phenomenon where you find the cells with different genotype in a same individual/organism and in their tissues while examination of the genetic content.
Now you would have studied about issues with the cell cycle that leads to improper segregation of chromosomes into the daughter cells, one of them is anaphase lagging as mentioned in the explanation. Here the chromosomes which have to be segregated by moving at poles with the help of spindle fibers fail to do so. They later form a micro nucleus of their own and exit the cell/ are lost. That way you will find some cells with 32chromosomes and some with 16. Another reason cited is mutation in the developmental phase that might have resulted in the chromosomal aberration and it finally caused this Mosaicism in the cells.
