You can get them at your local library . But They would only allow to take note of what you need or take a picture of the article etc. They will never lend you that nor will they allow to xerox or scan .
My school library for example preserves newspaper from day 1 of its establishment . Its converted into book ( Each of 5 years or a decade )

you can get it on daily hunt. that is an app where you can read newspapers and books as per requirement
