Hey Mate!!

Let the length of the first square be x.

=> Area = x^{2}

Length of second square = 2x.

=> Area = (2x)^{2} = 4x^{2}

Therefore ratio:

 \frac{ {x}^{2} }{4 {x}^{2} }  \\  =  \frac{1}{4}

Thus, ratio = 1:4.

Thus, your option is (b).
