We know that

Refractive Index of a medium  = Velocity of light in vacuum/Velocity of light in medium

let velocity of light in vacuum be c and velocity of light in medium be v' and velocity of light in air be v

Then refractive index of air = velocity of light in vacuum/velocity of light in air = c/v

Similarly,

Refractive index of medium = c/v'

Refractive index of medium w.r.t. air

= Refractive index of medium/Refractive index of air

=\frac{c/v'}{c/v}

=\frac{v}{v'}

But given that v' = v/2

Therefore,

Refractive index of medium w.r.t. air

=\frac{2v'}{v'}

=2
