first of all let's assume that y mass is transferred from 3x and is given to 2 x now putting the values we get the force as G (3x -y)(2x + y)/r^2

and now we use the concept of Maxima minima according to which first we have to differentiate force with respect to y and put it is equal to zero to get a value of y in form of X which comes out to be X by 2 and now we differentiate this equation one more time and since G is always positive and r square is always positive then second differential of the force with respect to y is also comes out to be negative this shows that at y is equal to X/2 to force will be maximum
