Actually Prashasti means an inscription composed in the praise of kings by eminent poets. Samudragupta's prashasti was written by Harishena. The Prayaga Prashasti is also known as the Allahabad Pillar Inscription. In Prayaga Prashasti Harishena equates the Samudragupta to ( the gods ) --

1) Kubera ( the god of wealth)

2) Varuna ( the god of the Ocean )

3) Indra ( the god of rains )

4) Yama ( the god of death )

The prayaga prashasti refers to Samudragupta's conquests , qualities needed in  rulers ,  and how the rule of king was equal to gods like Indra, Kubera, Varuna and Yama dwelling on earth. It suggests the ruler was a versatile genius.
