cross multiply the denominators with the numerators
so
2(a-8)=3(a-3)
2a-16=3a-9
-16+9=3a-2a
-7=a

 \frac{a - 8}{3}  =  \frac{a - 3}{2}
MULTIPLY BOTH SIDES BY 6

2a - 16 = 3a - 9

 - a = 16 - 9
 - a = 7
a =  - 7
