coz water uses its latent heat energy to rise it's temp. , but ice appears cold coz it uses its latent heat to make a change of state.

as we know when ice melts, it absorbs latent heat as it requires energy to melt therefore it absorbs the heat of our tongue but still remains 272 k (0 degree celsius) on the other hand water at 0 degree does not much heat from our tongue. Therefore ice at 0 degree C appears more colder to our tongue than water at 0 degree C
