Ice is more effective han water at 273 K as it posseses the latent heat of fusion of ice. On turning to liquid ice will absorb this extra amount of heat from substance and cool it in the process.

ice releases its cooling and absorbs heat of the object which it gets contacted with

and soft drinks are at coldest temperature so they take time to absorb heat energy
