Ice causes cooling effect than water at the same temperature.
This can be explained by the concept of latent heat of fusion. Latent heat is the amount of heat energy required to change 1 kg of solid into liquid by reaching at it's melting point.
Also, ice can absorb latent heat as well as the heat energy from the surroundings so as to be able to convert into a liquid i.e , water. This shows that there'll be a change of phase.While in water, there'll be no change of phase due to which comparitively lesser energy will be taken from the surroundings.
This is the reason why ice causes more cooling effect than water at the same temperature.
